Sir Arthur Lewis’s Vision and the Economics of Regional Integration in CARICOM: Cultural Industries and the prospect for a New Economy
|

The E-Book begins with the economics of regional integration, drawing upon the
various theories and upon the work of Sir Arthur Lewis in the context of the
CARICOM Single Market and Economy (CSME). It then goes deeper into the
integration process highlighting movement in the CSME as a key objective of the
process. The movement of natural persons for the purpose of delivery of a service
within CARICOM is discussed in the context of the GATS.
In the context of the movement of natural persons the performing arts are
highlighted as an important part of the integration experiment and the single most
important manifestation of the performing arts on a regional level is found in the
expressions of CARIFESTA.
The E-Book then brings the cultural industries into the trade framework. It
highlights the various trade negotiations that CARICOM is engaged in, the
objective of the liberalization of services trade and the identification of cultural
services as a key area. The emphasis is on the importance of securing trade
agreements that further stimulate and bolster economic growth and development.
Finally, the E-Book concludes by linking sections of the text from Standpipe with
CARIFESTA and the regional integration experiment of CARICOM. It suggests that
this provides an avenue for Caribbean nationals to exploit the outcome of
integration in the region and Free Trade Agreements with other blocs.

Sir Arthur Lewis was a
Saint Lucian Economist
who won the Nobel
Prize for Economics in
1979. Although he did
not participate in the
debate for creation of
the CSME, he
nevertheless was a
regionalist and it is
argued here that his
ideas helped shaped
the vision of the
Caribbean Community
(CARICOM)
governments to pursue
the integration
experiment.
Among Sir Arthur's
works discussed in this
E-Book are: "The Agony
of the Eight", "Theory of
Economic Growth",
Aspects of Tropical
Trade 1883-1965, and
Growth and Fluctuations
1870-1913.
The discussion in this
E-Book is useful for a
variety of readers, but in
particular: lecturers and
students of economics,
business people, policy
makers, investors,
public opinion shapers,
and journalists.
CARICOM is a regional
integration experiment
among fifteen (15)
countries of the
Caribbean Basin. The
integration process
began in 1973 following a
failed attempt at creation
of a Federation of
Caribbean States in the
late 1950s to early 1960s.
The thrust of the
integration experiment is
economic and the bloc
has transitioned from an
FTA to a customs union
and is presently moving
to a common market.
Included among the
objectives for creation of
the CSME are the
following: full
employment of all factors
of production; improved
standards of living;
increased economic
leverage; and increased
levels of competitiveness.
