I have known Dr. Claudius Preville since 2012 when he first visited Papua New Guinea to undertake a needs assessment for implementation of the EPA between PNG and the European Union. That exercise was very productive out of which PNG received technical assistance from the EU to implement some capacity building activities in trade. Subsequently, Dr. Preville’s company, Preville & Associates Consulting Group, in consortium with CARDNO Emerging Markets (Belgium) S.A. won the tender to implement a Trade Related Assistance Programme from 2016 to 2018. Under this program Dr. Preville was the trade component leader and delivered services of an exceptional quality in the areas of trade negotiations and policy research. His interventions included several capacity building activities for PNG’s trade negotiators including participation in a negotiation session with PNG negotiators in Brussels in talks to deepen and widen the EPA with the EU. He was also one of the major architects of the first ever PNG National Trade Policy, which was completed in 2017. Dr. Preville’s company also provided the services of ten non-key experts for the programme.
Subsequently, Dr. Preville’s company won another tender with Abt. Associates Pty. Ltd. of Australia to conduct a study on PNG’s options for engaging Australia in trade and investment. The report, which remains classified, provided the Government of PNG with strategic direction and options on how best to engage Australia in its future trade and investment dealings.
Dr. Preville was also subsequently Team Leader for another intervention under the EU funded TradeCom Facility to deliver the first ever EU-PNG Business, Trade and Investment Conference in 2019. This event was organized and delivered with a high degree of professionalism and brought together more than 200 participants from both sides. Following on the success of this event the second EU-PNG Business, Trade and Investment Conference in 2021 was organized and delivered again under Dr. Claudius Preville’s overall technical leadership. This was also a resounding success.
Dr. Preville has performed all his work with a high degree of professionalism and as one of PNG’s senior trade negotiators I can attest to this high quality of service delivery. I therefore endorse him and his company for delivery of similar services to any government.
